"The Magistrates most respectfully recommend to favourable notice the application of Mr. Seth:
"In doing so it is necessary to remember that Mr. Seth has full knowledge of the various duties which he will be called upon to perform, and was formerly employed in this Department and was found in all respects capable, zealous and steady, possessing a knowledge of Hindustani as well as, to some extent, Portuguese, rendering himself unusually eligible for the post.
